Norvan Tan En Jie (born 1996) is a Singaporean young entrepreneur. He is best known for being the co-founder of Beef Bros, a food outlet in Singapore which sells blow-torched Taiwanese-style beef cubes.

Entrepreneurship

Norvan embarked on entrepreneurship at a young age of 18, and has been involved in over five businesses since then.[2] This includes being the Managing Director of customisable footwear brand Blackout Singapore which he launched in September 2014, as well as being the Managing Director of Norkel Enterprise, which was the holding company of now-defunct Icy Treats Singapore.[1]

He is the co-founder of Beef Bros, which sells halal Taiwanese-style flame-grilled beef cubes, together with local actor Noriff Danial Ashriq.[3] Norvan also lists himself as a fundraiser for the Cat Welfare Society of Singapore from May 2016-May 2017, through his company Blackout Singapore.[1]

On 29 September 2020, CNA reported that Norvan Tan was on trial for sexually assaulting his sister’s intoxicated friend in their family home.[4]

Found guilty for sexually assaulting a 19-year-old drunk girl (2022)

At the time of the alleged assault in 2016, Norvan was only 21 years old.[4] The victim was staying over at Tan’s home and was heavily intoxicated after a night of drinking on the evening of Christmas Day.[5]

The assault involved Norman trying to kiss the victim and molesting her. He also tried to rape her while she was vomiting in the flat’s kitchen bathroom.[6]

Upon news of Norvan being on trial for his offences, Beef Bros issued a statement saying that he would “be temporarily stepping down from the company’s board and relieved of all official duties”.[3]

On 15 July 2022, Norvan was found guilty of “two counts of sexual assault by penetration and two counts of outrage of modesty.”[7] In delivering the verdict, judge Justice Ang Cheng Hock noted that Norvan testimony at trial was "an afterthought concocted as a defence to the charges" and full of inconsistencies.[7]

On 5 August 2022, Norvan was sentenced to 9 years, 9 months and 4 weeks of jail, in addition to 8 strokes of the cane.[8] He has since indicated that he intends to appeal against his conviction and sentence, and remains out on a bail of $95,000.[9]

Appeal dismissed by the Court (2020)

On 5 April 2023, The Court of Appeal dismissed Norvan Tan’s appeal to overturn his conviction and sentencing. [10][11]

Despite Norvan’s insistence that the events he had been accused of did not happen, the Justices rebutted them and maintained the judges’ decision.[10] It was argued that while the victim had been intoxicated at the time, gaps of memory could be supported with other pieces of information.[10] Furthermore, not only were Norvan’s accounts inconsistent, his sister also came clean about providing false information during her past police statement.[10][11] Overall, the 19-year-old victim was found to be “credible and truthful”, while Norvan’s assaults were deemed “opportunistic” and “predatory”.[10][11]
