Paul is of British-Peranakan heritage. Born to Len and Joyce Foster on 15 December 1980, he has one younger biological sister and three older half-sisters from his mother’s previous marriage.


Paul has described his childhood as a safe and easy one, noting that he was an outdoorsy child and that his family often took vacations. Unfortunately, Paul’s father passed away from cancer in 1999. At the time, Paul had been in the midst of his International Baccalaureate (IB) examinations. His father's death pushed him to assume more household responsibilities on top of managing his studies.


During his time in National Service (NS), Paul was a Lance Corporal. His main duty was to guard the Changi Naval Base alongside his peers in the 608 Squadron.
